    Responsible for managing all aspects of the planning, design, and construction activities for the Planning & Development and Transportation Department, and coordinating with Tribal Leadership and Other Tribal Programs, FHWA, NMDOT, MRCOG, Sandoval County and other local governments on Transportation projects at the Pueblo.


    • Manages budgets for all transportation projects and prepares reports for submittal to the FHWA and other funding agencies.
    • Updates the Tribal Long-range Transportation Plan and Transportation Safety Plan.
    • Performs public outreach informing Tribal members of the existing conditions of the transportation system and identifies community transportation issues and improvements.
    • Develops and updates the Transportation Improvement Plan (TIP).
    • Develops and writes RFPs/RFQs and SOWs for the selection of planning, design, and construction services specific to multi-modal transportation projects, and ERFO/ FEMA projects.
    • Evaluates project proposals and makes recommendations for contractor selection according to the Pueblo’s Procurement Policy.
    • Coordinates and reviews bid specifications, contract documents, and supporting information for transportation projects.
    • Coordinates with the Governor’s office, other Tribal Programs, and community members on transportation projects and road maintenance activities.
    • Oversees the work of consultants and contractors.
    • Conducts community surveys, field evaluations and assessments.
    • Attends and hosts evening and weekend meetings when necessary.
    • Applies for various transportation grants from funding programs such as the FHWA BUILD or TTPSF grant and the NMDOT Transportation Alternatives Program (TAP).
    • Coordinates with the BIA DOT to update the Road Inventory Field Data System (RIFDS) and TTP strip maps.
    • Obtains the necessary approvals from the FHWA to ensure that projects may be programmed and constructed on schedule.
    • Coordinates traffic surveys to obtain data for traffic volume, composition of traffic, and current uses of the road systems in cooperation with other agencies including BIA, NMDOT District 6, Mid-Region Rural Transportation Planning Organization (MRRTPO), and Sandoval County.
    • Coordinates transportation plans and programs with the Federal, State and other transportation programs.
    • Develops written reports on behalf of the Tribe for submittal to Federal, State and other agencies, as required by Federal or State transportation legislation, contracts, and grants.
    • Participates in transportation planning meetings, workshops, trainings, and conferences.
    • Actively coordinates and manages the Tribal Priority Allocations (TPA), Tribal Transportation Program (TTP), NMDOT grants, FEMA, and other program budgets for all transportation projects to ensure ongoing revenue and expenditures are accurately charged according to Federal regulations.

    Education and Experience:

    High School Diploma plus apprenticeship program or other post high school formal coursework; Bachelor’s/Associate’s Degree in Project Management, Planning, Engineering, or related field, preferred; AND two (2) years of Project Management experience in a Tribal Transportation Program.

    Required Knowledge and Skills

    Knowledge of:

    • Project and budget management.
    • FHWA Tribal Transportation Program regulations.
    • Federal and State grant funding sources for Tribal programs.
    • Grants and contracts management.
    • Principles and practices of planning.
    • Principles and practices of research and data collection.
    • Knowledge of effective writing techniques.
    • Preparation of grant application.

    Skill in:

    • Oral communication and interpersonal skills; ability to communicate clearly to the community.
    • Creative problem-solving to gather relevant information to solve vaguely defined practical problems.
    • Ability to work on several projects or issues simultaneously.
    • Ability to work independently or in a team environment as needed.
    • Ability to attend to details while keeping big-picture goals in mind.
    • Must be proficient in Windows Operating System, MS Word, Excel, Access, PowerPoint, and Outlook.
    • Must have excellent writing skills
    • Ability to understand and carry out written and oral instructions.
    • Ability to communicate effectively in the English language, both orally and in writing.
    • Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds, co-workers at all levels, various governments, corporations, and funding agencies.
    • Ability to prioritize and accomplish tasks within strict deadlines.
    • Strong organizational skills required.
    • Must be dependable, self-motivated and able to work with minimum supervision.
    • Ability to learn new technology and apply to daily work.
    • Must be able to interview and collect information from the members of the community.
    • Ability to make oral presentations and facilitate meetings.

    Required Certificates, Licenses and Registrations:

    • New Mexico Driver’s License.
