Job Summary:

We are seeking a highly qualified individual to fill the role of Contracts Administrator. This individual must have demonstrated experience in managing and pricing specialized and complex proposals, bids and contracts ranging from Department of Defense requirements to direct commercial and international commercial contracts.

Primary Responsibilities:
  • Fully analyzes solicitation and contract requirements for acceptability and recommends and drafts appropriate contractual language. Ensures that solicitation and proposal terms are acceptable and independently possesses the ability to interpret clauses, special provisions, specifications and terms and conditions to ensure compliance to applicable laws and regulations.
  • Must possess advanced knowledge of contracting and pricing concepts, rate development, FARs and DFARs, Uniform Commercial Code and international contracting terms. Knowledge and experience with ITAR / EAR and other regulatory provisions necessary. Maintains cognizance of regulatory landscape.
  • Manages the cost/price proposal process from RFP through proposal submission, including the generation of pricing models and pricing analysis.
  • Negotiates pricing and proposal terms, contract modifications, claims and agreements. Experienced in handling and coordinating DCAA and DCMA pricing requests and audits.
  • Demonstrated experience required in authoring and negotiating a wide variety of contractual agreements.
  • Provides written and verbal contractual guidance to company personnel and program team members and bears the responsibility for contract performance.
  • Prepares contract certifications and representations in accordance with regulatory requirements.
  • Develops negotiation strategy and leads the negotiation team on cost, pricing and contractual terms.
  • Monitors contract performance against contract requirements and reports on same. Must possess experience managing cost-type contracts.
  • Manages the contract change process and prepares contract claims, closeout proposals and other types of contract activities.
  • Must possess exceptionally strong writing, leadership, team-building, mentoring and organization skills.
  • Represents the company and participates in customer meetings with international and government customer representatives.
  • Assists subcontract management teams in determining contractual terms for supplier performance.
  • Performs other duties and projects as assigned.

Job Qualifications (Education/Skills/Experience):

Knowledge and Skills

  • Strong knowledge of FAR, DOD procurement procedures, Cost Accounting standards and related regulations.
  • Excellent analytical, negotiating, oral and written communication skills.
  • Must have the ability to prepare financial spreadsheets
  • Will be expected to travel as needed
  • Strong computer skills in Microsoft Office Applications: Word, Excel, PowerPoint
  • Ability to obtain a Security Clearance and ATF Responsible Person approval.
  • Must possess exceptional interpersonal skills, leadership ability and a commitment to integrity and professionalism.
  • Experience with Deltek / Costpoint and ProPricer applications a plus
  • Working experience with WAWF / iRAPT
  • Knowledge of international business management terms and International Traffic in Arms Regulations
  • Seeking demonstrated leadership, teamwork and interpersonal skills

Required Education/Experience

  • Bachelor’s degree in Business, Finance, Management or related field. Advance graduate degree preferred or related experience.
  • Minimally 8 -10 plus years of experience in contract administration, with government cost accounting environment background. Must have experience managing a variety of contract types
  • Certification in Contracts Management highly desired.
  • International contracting experience a plus.
  • Must have ability to travel domestically and internationally.
  • Ability to obtain Security Clearance and ATF background check approval.
